Science of Measurement

The starting point for research on a given country is assembling a data archive and scrutinizing existing secondary data. This process often requires the creation of a new survey to capture metrics relating to specific policy questions. However, designing and implementing surveys can be a labor-intensive process, particularly given the lack of best practices for measurement specific to developing countries. This section presents advancements in many areas important to measuring and evaluating enterprise-based solutions for poverty. The content here draws upon a December 2009 conference co-hosted by the World Bank and Yale's Economic Growth Center, "Survey Design and Measurement in Development Economics."
